The project "Coliation to diversify income through the underused crops" (CoDI) supports farmers to develop Hoa Vang sticky rice in Hai Duong

The CoDI project was implemented from 2008 to 2011 by Centre for Agrarian Systems Research and Development (Casrad) co-operating with international underused crop centre (ICUC) with a view to raising the income for the producer of Hoa Vang sticky rice in Kinh Mon district, from that, this local and special rice variety which is being lost in oblivion is preserved and developed (the project also supports to develop Bo Khai vegetable in Bac Kan)

With the main object is to preserve and develop Hoa Vang sticky rice in the area of Kinh Mon district and from that to come to build trademark for the product and increase economic effectiveness for the producer through reducing production cost and increasing productivity, quality and selling price of Hoa Vang sticky rice, the project focused on supporting the following main activities: (1) Enlarging and improving Kinh Mon Hoa Vang sticky rice production and commercialization association; (2) Organizing for multiplication of Hoa Vang sticky rice – The concentraed rice multiplication area; (3): Building the office area, the concentrated processing area; (4) Continuing to enlarge the market network for Hoa Vang sticky rice product for the association.

Hoa Vang sticky rice variety is one of the traditional sticky rice varieties with special characters: boiled rice, sticky rice, tasty and delicious. To Kinh Mon district, Hai Duong province, Hoa Vang sticky rice has been grown for a long time, the rice is sticky, has good flavour and delicious and can be kept for a long time without becoming hard. This kind of rice has the characteristic flavour but Hoa Vang sticky rice production is still small and not concentrated, the rice variety is being lost in oblivion ...so it is difficult to control the rice quality and product consumption that leads to reducing the income for farmers. From 2006, Casrad co-operated with Kinh Mon district, Hai Duong province to consult, support farmers to recover the rice variety, organize the production, access to the market and establish the Hoa Vang sticky rice production and commercialization groups in An Phu commune, Kinh Mon district on the small area of 6 ha and 3 saos. Initially, the group achieved the effect on productivity, quality and rice value. From that, some of the farmers enlarged the area, which was the basis for developing bigger scale with the area of 10 ha in 2007. In 2008, the farmer groups agreed to co-operate with each other to establish Kinh Mon Hoa Vang sticky rice production and commercialization association. On October 14th, 2008, Hai Duong provincial people committee had the decision No: 3651/QĐ – UBND to permit to establish the association.

After 2 year of project implementation, CoDI project had achieved convinced results, reached the goals of the project and met the demand of locality and the farmers who participated in the project in such aspects such as production scale, the number of households participating in, and the economic effectiveness. With the support of the project, association has enlarged the production scale from An Phu into two other communes of Pham Menh and Long Xuyen. The production group number increased from three to six groups and the household members increased from 131 up to 363 members, the area increased from 10 up to 23.4 ha. The association organized to produce seeds to provide the members both inside and outside the association through the programs of supporting seed price by district. As estimated, the association provides 1 to 1.5 ton of quality seed annually and the volume can be increased in the future. The association has the concentrated processing office area ( the project supported 60 % of the construction cost, local people committee provided free land for a long time) and this area helps the association to save about 150.000vnd / ton of rice from the stages of renting people, transporting, husking, storing...and creates about 200 working days for the members of association annually. Especially, in the last years when the market is always opened, the number of agencies, supermarket, selling Hoa Vang sticky rice develop continually, the product volume which is sold out increases nearly twice as much as in 2009, the selling price increases from 25.000 vnd/kg up to 27.000vnd/kg and particularly, in some places, the price increases up to 30.000 vnd/kg at the time of 2011.
On June 23rd, 2011, Casrad co-operated with Kinh Mon district people committee to hold the CoDI project summary conference. The activities and the results achieved attracted the attention of the sectors of all level, including the management agency, with the representative of processing department – MARD, the research agency with the staff of Casrad. The conference also attracted the participation of the enterprises such as Vina food, the journalists, local and central television station as well as local authorities such as the leaders of the scientific and technological department, the provincial agricultural extension centre and other sectors in Kinh Mon district. .
The conference highly appreciated and congratulated the result that the project achieved and affirmed that the approach orientation the project applied is completely appropriate (and both the previous supports from Casrad). By the benefits that Hoa Vang sticky rice brings about for the farmers, Kinh Mon district will continue enlarging the production scale of the association from 3 communes in 2010 up to 8 communes in 2011 including: An Phu, Pham Menh, Long Xuyen, Hoanh Son, Hiep Son, Thuong Quan, An Sinh, Hiep An with the total area in project region is 250 ha, and the district also manages on quality in 200 other ha outside the project region. At the same time, the Scientific and technological department is presiding over registering the collective mark for Hoa Vang sticky rice.
On the side of Casrad, although the project has finished, the research agency still continue supporting to develop the trademark of Hoa Vang sticky rice and other special products of Kinh Mon in particular and of Hai Duong province in general in the future.
