The Project of Human Resource Development Scholarship started in 2000 and until 2009, 276 Vietnamese students were sent to Japan for training with the training expenditure of more than 3.8 billion Japanese Yen. This program has provided a very good course and create the best conditions for Vietnamese students studying in Japan Vietnam. In this framework, the Government of Japan and the Government of Vietnam has assigned the Japanese Center for International Cooperation which will concern and care of oversea students’ life as well as of  their studying Vietnam

Professor – acadamician Dao The Tuan was born on 04/07/1931 in Hue city, his native homeland is in Khuc Thuy, Thanh Oai, old Ha Tay ( Hanoi now ). He was the eldest son of Mr Dao Duy Anh, one of the few Vietnamese people  whose names were entered to the Larousse dictionary as an encyclopedia of modern time.

In 1953, Dao The Tuan is one of the first 50 officers were sent to the Soviet Union, he studied at Tachkent University of Agriculture .

In 1958 he wrote the thesis of agricultural engeneer, when the scientific council marked, they decided to “break the rule” to award degree of PhD Agronomy to him. .

Hanoi Summer School has been annually organized by Development and Policies Research Center and Prof. Cuong LE VAN – Director of French National Center of Scientific Research, University of Paris 1 Pantheon-Sorbonne since 2008. For the year 2010, the Development and Policies Research Center (DEPOCEN) in collaboration with the Institute of Strategy and Policy on National Resources and Environment (ISPONRE) and the Water Resources University (WRU) will jointly organize the Hanoi Summer School in August 2010 in Hanoi.
